ODI: Climate financing and development - friends or foes?

A research paper 'Climate financing and development -friends or foes?' of the development think tank Overseas Development Institue (ODI) presents and categorises 26 proposals from developed and developing countries, from small island states and big countries put forward at recent UN led climate change negotiations, from groups and individual countries, in relation to additionality of climate finance.
The stark message of the report is that Africa will lose out if money pledged by rich countries at the Copenhagen climate change meeting last December does not come in addition to their existing aid promises.
