The Copenhagen Accord and the resulting emission reduction targets are neither binding nor sufficient. The U.S' modest emission reduction targets of 17 % by 2020 lead to a chain reaction: Canada and EU weren't willing to set their original targets as U.S didn't engage to larger cuts.
